High Impressions, Low Clicks: What Search Console Is Really Telling You

Short answer: High impressions with low clicks means Google is showing your link but people are not choosing it. There are four usual causes: you rank too deep for anyone to see you, the query does not match what the page offers, your title and snippet lose to the results around them, or an AI answer satisfies the search first. Search Console's query table tells you which one applies.

Over the last 90 days, a post on our blog called Reddit alternatives collected 29,620 impressions in Google. Its average position was 2.8, which is close to the top of the page. It earned 9 clicks.

Stop and do that sum. A click-through rate of 0.03% at position 2.8 should be impossible. If a page really sat in third place for thirty thousand searches, it would have thousands of clicks, not nine. So one of those numbers does not mean what it appears to mean, and finding out which one is most of what you need to know about this subject.

The number that lied: average position

We opened the query breakdown. For the phrase "reddit alternatives", the post ranks at about position 14.4, with 152 impressions and 1 click. For "reddit alternative" it sits at 14.6. Those are the phrases the post was written for, and they are on the second page. So where did position 2.8 come from?

Google explains how the figure is built. Position is the topmost position of your link in each search, averaged across the searches where you appeared. A page's average therefore blends every query it touched. If thousands of impressions come from very specific phrases where you happen to rank high, they drag the page average up and hide your real rank for the terms that matter.

Then there is everything the table does not show. The queries we can see add up to far less than 29,620 impressions. Search Console leaves rare queries out of the table while still counting them in the totals, and the table stops at 1,000 rows. Most of this post's impressions came from searches we cannot inspect. We do not know exactly what they were, and we would rather say so than guess.

The lesson is simple and worth writing down: never judge a page by its page-level average position. Open the queries.

What an impression really is

An impression is not a person reading your link. It means a link to your site appeared in a result. Scroll rules apply in some features, such as carousels, but for ordinary results the bar is low. At deep positions, plenty of impressions are never seen by a human eye at all.

Think of a billboard on a motorway. The company selling the space counts every car that passes. Some drivers read it, some are changing the radio station, and some passed at night with the lights off. An impression is a passing car. It tells you the road is busy, which is useful, but it says little about your poster.

Our site shows this well. Over 90 days we had 161,760 impressions and 719 clicks, a CTR of 0.44%. That sounds dreadful until you see the average position of 50.7. Our HVAC marketing page alone took 19,379 impressions at about position 76, with 9 clicks. Nobody was reading that billboard, so we should not panic about its CTR. We should ask whether we can move it up.

The four causes, and how to tell them apart

Only the third row is a title problem. Most advice jumps straight to "rewrite your title", which is like repainting a shop that is on the wrong street.

How to run this on your own site in ten minutes

  1. Open the Performance report and turn on all four metrics. Set the date to the last 3 months.
  2. Filter out your brand name, because brand searches earn far higher CTR and flatter the average.
  3. Open the Pages tab and sort by impressions. Take the top ten.
  4. Click a page, then open the Queries tab. Note its top queries with their real position.
  5. Assign each page to one row of the table above.
  6. Pick one page in the third row and start there.

When a page sits between positions 8 and 20, you have a different opportunity, and we cover it in our guide to striking distance keywords.

Writing a title people choose

When you do reach the third row, remember that Google chooses the title link automatically from several sources. Your title element is the main one, and Google may also use headings and other text on the page. Snippets are mainly drawn from page content and chosen per query, and your meta description is used only when it describes the page better.

So write the title first, and make the opening of the page match it. Three habits help:

  • Answer the question the searcher typed. Read their words in the query table and use them.
  • Say what is different about your page. A number, a year or a specific method beats a generic promise.
  • Read the results around you. If nine titles look alike, the tenth should not look like them.

Search Console's chart annotations let you mark the date you changed a title. Google says changes can take a few days to a few weeks to appear after a recrawl, so give it at least four weeks, then compare CTR at the same position.

When low CTR is simply the new normal

Some pages lose clicks without losing rank, because the answer is now on the results page. Google counts an AI Overview as one position, and a link inside it earns an impression and possibly a click. Industry studies report that the top result loses a large share of its clicks on queries with an AI Overview, though their figures vary widely.

Pages built around a quick definition suffer most. Pages offering a tool, original data, or a decision the reader has to make for themselves tend to hold up better, in our view, because a summary cannot do that work. If you want the citation instead of the click, read how to rank in AI Overviews for the long run.

Nine clicks taught us more than thirty thousand impressions

The Reddit post is not a success story, and it is not a failure either. It showed us that our real position for its main phrase is 14, that the page needs work to reach page one, and that a flattering average had been hiding this. Those are facts we can act on.

Doing that query-by-query reading across a whole site is slow. ONE Dashboard shows your queries, pages and positions together in plain English, using read-only access. Connect it, sort by impressions, and read the page you were proudest of first.

Frequently asked questions

Why do I have high impressions but low clicks?

The most common reason is deep rankings, because an impression can count on pages few people reach. Other reasons are a query that does not match your page, a weak title or snippet, and an AI Overview answering the question above you. Check average position by query, not by page.

What is a good CTR in Google Search Console?

There is no universal figure, because CTR depends on position, query type and what else is on the results page. Compare a page with itself and with your other pages at similar positions. Brand queries normally earn far higher CTR than generic ones, so separate them first.

Does an impression mean someone saw my page?

Not exactly. An impression means a link to your site appeared in a result the searcher loaded. Google has scroll rules for carousels and some expandable results, but a standard result can count without the person reading it. Treat impressions as chances, not views.

Should I rewrite my title if CTR is low?

Only after checking position and search intent. A new title will not rescue a page at position 40, and it cannot fix a query the page does not answer. Rewrite when a page sits in the top 10 with steady impressions and CTR clearly lower than similar pages.

Is average position in Search Console misleading?

It can be, especially at page level. Position is averaged across every query, and only where you appeared. A page with thousands of impressions for a few high-ranking queries can show a strong average while its main keywords rank much lower. Always open the query breakdown.
